We would like to propose a set of changes to the 1999 BMW CCA Club Racing Rules which deal with the issues of violations, probation and suspensions.
This set of changes is modeled after the point system used by most states’ Departments of Motor Vehicles for drivers license violations. It is believed that this system strongly discourages anti-social behavior, does not overly penalize good drivers with an occasional lapse, and removes bad drivers from the road. A Club Racing point system would do the same.
We believe that this system is short, simple, easy to implement and fair. In most ways it is actually more strict that the current violation/suspension system, in that violations other than the 13/13 car-to-car contact rule can be easily incorporated.
Here are the fundamentals:
Basics
- Before violations, a competition license has 0 points.
- 10 or more points on a license puts a driver on probation. Penalties are doubled during a probation period.
- 20 points on a license puts a driver on 13 month suspension.
Point Removal
- For each race completed without penalty, one point is removed from a driver’s license (if they have more than 0 points).
- Up to 10 points are removed from a driver’s license after 13 months without incident.
- Up to 3 points are removed from a driver’s license with successful completion of an SCCA-approved racing school. Schools must be listed as approved in SportsCar magazine. One time only for each driver.
- Upon completion of a 13 month suspension a driver’s license starts again with 0 points.
Penalties
- At fault in a car to car contact incident. More than one car can be considered at fault within a single incident.
- At fault in a single car incident with any amount of car damage.
- Four wheels off during a race, qualifying or practice session,.
- Passing during a yellow flag situation.
- Speeding in the pits.
- Mechanical failure causing a full course stop (red flag or full course black flag) during a race, qualifying or practice session.
